The Police Department is above the law.

I hope this was in response to an emergency of some sort (other than lunch).

The address of Potbelly is 542 S Dearborn St putting this in District 1.

Man, what an inconsiderate jerk. I would have made note of the license plate number and called the cops.

Right. The building address is 55 W Monroe.  Either way, it's in the 1st district. And the beat tag on top of the light bar (critical identifier) is 112.

In addition look at the toyota parked a 1/3rd of the way into the buffer zone!

I drove up Dearborn at around 2:30 today and the bike lane was untouched.

I'm not even surprised by this anymore. I was at the intersection on Dearborn & Wacker, and had a cop start to turn into me despite the fact that he had a red light.

I sent a polite email asking about the reason the patrol car was parked in the bike lanes and received this response:

Hello Mr Dworzanski

 

Thank You for your attention; we will investigate and take appropriate action.

Twas a sloppy ride from Polk to Madison. Madison down to Racine was just as bad. Then from Racine lots of portage action :P
