It's an interesting article, but in this an election year, that all sounds a bit like fake news, like something someone who was trying to discredit Kim Foxx or the Defund the Police Movement or something would say. Isn't it the case that going after criminals for committing low level crimes like shoplifting or bike theft or auto tail light-type infractions merely increases encounters with police, which leads to unnecessary violence, and increases mass incarceration down the road?

Well, yeah, although the point was some folks imagine things aren't spiraling out of control at all as you put it, but rather, things are more stable now since the police merely stand down with petty thieves, drivers with expired plates, looters, whoever.
What's key to understand here that there's no carve-out in this judicial philosophy for the type vehicle involved nor what vehicle (or property) a victim may own. It doesn't matter if the victim owned a bike, a car, rode the 'el, or walked and had their shoes stolen.
What scores as a win in this philosophy is that the criminals don't have to have contact with the police, or jail. Stealing a bike is considered a non-violent office, and certain people don't want that event to result in the criminal having contact with the police (or jail) because that's considered unfair to the criminal. The whole point is to let the thieves off the hook, because that's better:

Which is to say under that philosophy, bike owners and car owners who are the victims of theft just need to just suck it up and let it happen, because there are a whole bunch of folks arguing that the bike owners' loss (among others) is better for society.
