If The 6O6 is CLOSED at 11pm should the city build gates to prevent entry? No more 24/7 travel?

Does The 6O6 need locking gates for closing time? They have them in New York for the High Line.

The High Line is not at all about transportation, it is an elevated park. Bikes are not even allowed up there. Other than the fact that both parks are elevated they have very little in common.

"It is strenuously policed. Parks Enforcement Patrol officers walk the High Line all day. They have written, as of Wednesday, 362 summonses for quality-of-life infractions, roughly one every other day. A vast majority were for drinking. Others were for dogs and bicycles, also forbidden."
The comparison I'm trying to make with the two cities new elevated attractions is that New York's High Line is adequately patrolled, and with The 6O6, it seems to be lacking.
