I snapped a brazed-on eyelet from my rear dropout, and my four-point rack attachment has been reduced to three. The frame is steel. I'm assuming I can get someone to weld on a new eyelet. Do I need a frame builder or is there a preferred welder out there? Any recommendations would be greatly appreciated.

Try Owen at Blue City Cycles. Not sure if he is doing this anymore, but he would definitely know someone who could.

If you don't want to spend the money, you could just use a p-clamp, ask at your LBS.
