Rail to Trail Link between Des Plaines River Trail and IPP?

Which railroad company owns the disused track running north from the I-290/Forest Park Blue line terminus to North Ave and beyond? Wouldn't this make an ideal link between the Des Plaines River Trail and the IPP? What does the cycling community have to do to make it happen?

In fact, why does the Des Plaines River Trail end at North Ave? That should link up with the I & M Canal trail even if does mean running through cemeteries and a golf course and some ugly scenery south-west of the historic Portage Woods.

OK, they are not being used as they are severely rusted, and to me they seem on the point of disuse. Even the local commuters have worn a short cut path across the tracks on the bend of Jackson Blvd close to Forest Park Blue Line Station. It's visible when you zoom in on Googlemaps satellite view.

No one imagined it would be free. However, I do think that if spending authorities think it's OK to budget $3bn (yes, that's THREE BILLION dollars) for the less than 40 mile stretch of the Illinois portion of the  proposed Illiana expressway, they may want to think about adjusting their priorities more towards pedestrians, cyclists and public transportation.

Pedestrians and cyclists are relatively cheap to accommodate. The powers that be need to know that.
