Does this happen to you?

I go through it often... this morning was a hard choice since I need to buy soy milk after work (hence take my commuter with baskets) but really wanted to take my road bike which has no rack or baskets.

My road bike won me over today.

nope, I never drink soy milk
No problems here.  Kinda tough to have that problem when you currently have only one ridable bike at the moment. :)
Yep. My Bridgestone city bike is a smoother ride but my cheapie Chiorda has baskets on the front and back--you never know when you might have to stop at the store.
Oh yeah.  I definitely face that dilemma on a regular basis.  The choice is often made based on whether or not I need to haul stuff and how far/fast I want to ride.  I'm taking a multi-modal trip later - bike and train.  I'm planning to do some shopping, so the pannier-carrying capability of the mountain bike wins out, otherwise it would be a toss-up between folding bike and mountain bike.
Backpack?

For me it mostly comes down to: do I trust locking this up outside?  Both of my bikes have a rack and fenders, but one is significantly nicer and more expensive.  I also prefer the more upright hybrid bike for riding through the city, and it has more lights and is covered in reflective tape.

I use rack bags.  But, if I did have a nice roadie and wanted to get it out, I'd consider a backpack if used rarely.

Besides, day like today, I'm sweaty all over!

I have racks on ALL my bikes but face a similar dilemna. My City Bike has been fitted with a crate on the rear so it usually gets hauling duty but if I'mcommuting any distance the old Schwinn road steel frame sure makes the 'roids hurt less than the City's alum frame (as well as the upright position forcing more pressure on me butt). I dropped off at the food store over the weekend on my roadie and realized I had no bungees so had to improvise with my cable, but made it alright (loafs of bread always have a crease like that don't they?).
