I was stopped at a red light.    When it turned green, I stood up to pedal, and the pedal I put weight on just dropped.  This happened a couple of more times.  Also, I was trying to pull up on a pedal to brake and the same thing happened...it slipped and my foot moved a couple to few inches without the bike actually being pedaled or moving. 

What does that mean?  Do I need to re-tighten my bottom bracket or something?  What causes this slipping?

It could be a number of things but the first thing that comes to mind is when (in time and miles) did you last change your chain? If the chain is stretched you need to change it and also you may need change your cassett in the back and evaluate your ring in the front to see if there is excessive wear.
Since you say you pulled up on a pedal to brake, is it safe to assume your bike is a fixed gear? Either your cog is loose and needs to be tightened properly or the hub is stripped.
at the moment it is a fixed gear, but ill probably change it back to a ss. ive never pulled up on it before so it was shocking. the chain hasn't had too much use either. thanks, ill see if tightening the cog helps.

it's been a while since ive tinkered with it. i believe it does, but i guess ill have to double check on it.

I hope you're not still riding on it in the meantime because a loose cog could irreparably damage the hub. A chain whip won't be necessary (you can tighten the cog with the wheel still on the bike) but you'll definitely need a lock ring wrench.

Oh and don't ride the bike.
Get it fixed first. Slipping cogs are no joke. Take it fully off and look at the threads on the hub and cog. We don't need any more ghost bikes.

Almost the exact same thing hapened to me. Turns out I stripped the threads on the inside of my cog. From what I understand this does not happen that often, but in my case I had a small spacer in between the hub and the cog to convert the bike to a single speed. Not having enough thread contact caused the cog to strip. I have since replaced the cog and eliminated the spacer and have had no problems since.

It's the hub and cog, the chain ring has nothing to do with it. You should really go to a shop or buy A lockring tool specifically for fixed gears. Park tool makes one the HCW-17. Then invest in some lock tight before you re-install it. You really don't want to getto something like that with a flat head and a hammer. your knees will thank you.
