I had a jogger in the bike lane on southport last week. It was so annoying and I almost crashed because of him. And also had a scooter a few weeks ago too and I didnt get a chance to get close enough to him to remind him the bike lane isn't for scooters.
Good question, what can we do about it?

I've had this happen twice in the last week while driving to work in the morning (8:15am or so). A motorcyclist (could be the same guy both times) has passed me in the bike lane on Augusta just west of Milwaukee near Ashland. Today he got within inches of me and my windows were down so I shouted "really, dude?" and raised my hands to indicate "WTF?". He stopped for a sec and looked at me like he was going to say something and then I shouted "bike lanes - not motorcycle lanes" as he sped away, continuing down the bike lane. Next time it happens I'm thinking of taking a pic of him and his license plate in the bike lane, but I'm not sure what to do with the info after that. What good is a picture of a traffic infraction without context?
Wondering if this is the same guy along Lincoln north of Belmont? His ride was more like a dirt-bike.

It's a $150 ticket for parking, standing, or driving/riding a motor vehicle in the bike lane.
Without enforcement this is pretty meaningless. But that is how the law reads. They are in violation if they are riding a scooter or motorcycle in the bike lane. People complain that bicyclists don't follow the "rules of the road" but we know the real offenders are those with the gasoline in their tanks.
I was thinking most electric bikes on the path these days are as fast or faster than scooters. So a moped/scooter/electric bike in the bike lanes or on the path would be about the same.
And, of course, that's not starting to consider Segway tours...
A (positive) unintended consequence - drivers check twice - before opening their doors.
I recorded this guy (video @ 2:30 mark) about two years ago. This is at Augusta and Wood (or Wolcott). (Edit: video is my extra cheesy editing.)
A dude on a Harley like motorcycle once catcalled me from behind me in the bike lane all the way down Milwaukee at night.
It was one of the most terrifying moments of my life, and I seriously considered ducking into a bar, bike and all, until he left.
