1-3-19. It now appears that CDOT will not recognize the death of Jesse Rodriguez as an on-street cycling fatality for 2018 in the official city records. CDOT is ruling he was a pedestrian at the time of his death because he was not in motion cycling when the driver of the vehicle ended his life by crashing into him.

The 67-year-old man, now identified as Jessie Rodriguez, was riding his bicycle when he stopped on a corner and was struck by a vehicle about 5:20 p.m. in the 3300 block of West Devon Avenue according to Chicago Police.
Chicago Police are seeking the driver of a grey Dodge Charger with license plates AL 53664 which has extensive front end damage.

Honest question: can the police not pull up the home address of the person to whom that license plate is registered?
Yes, they can. The question is whether they can actually locate the driver and vehicle. I'm familiar with other cases where police tried numerous times to locate the driver at the address where the vehicle was registered, but the driver was very good at evading police. This can be a real problem.
The point of the police posting the picture of the car and plate is to locate a witness of the incident and their description of the driver. Otherwise, the driver will just leave the car somewhere and claim that it was stolen. It would be extremely incriminating if the car was parked in front of their house when the police arrived to investigate. Also, if the driver took it immediately to a body repair shop.
Note: I would like to credit the authorities who very quickly made available a surveillance camera photo of the drivers vehicle that was involved in this tragic cyclist hit-and-run fatality. Hopefully, the guilty driver will be caught.

The man killed was a very good friend of mine, Jesse Rodriguez. A 15 year old male was driving the car.
Court arraignment is today. Charges of felony counts of homicide with a motor vehicle, failure to report an accident or death and leaving the scene of an accident causing injury or death.
Funeral arrangements are being made today, too. Remember that.

Bill, I was standing right next to your friend when he was struck. We were both at the crosswalk waiting for the light to turn. We were both with our bikes. It was Horrible. The car jumped the curb and almost struck me. The driver continued on the sidewalk and severed the metal pole which I was standing right next to. Your friend was tossed into the air and landed about 30 feet away on the pavement face down. It was hard to access vitals because he was face down. I was in Shock because I was almost hit too. I immediately called 911 and was praying that he would survive. His helmet was still on his head, When I learned later that he died, I could not stop crying for days. It still haunts me that a human being could do this to someone. My condolences to you and his family. I pray that he didn't suffer.
Stephanie, thank you for posting here. I'm glad that you're ok physically, and dealing with it emotionally. Thank you for trying to help Jesse as best as you possibly could. I'm sure his family and friends are appreciative of you coming forward and letting them know exactly what happened in this tragic incident. Again, thank you and take care.

I placed some blue flowers there this afternoon & said a prayer for his soul at the spot he landed. It was hard to go back there and relive in my mind what I saw. Glad I did it thou. I haven't been able to get back on my bike yet. Hoping to start riding again very soon. RIP Jesse. Although we never spoke, and I didn't know your name until now, I hope you know that you did not die alone. Was hoping that you survived, yet after witnessing it, I am hoping that you went fast and did not suffer. After speaking to your son and finding out from him that you Loved to cycle just like I do, I hope the bike trails in heaven are beautiful and peaceful. I did not know you, but we had one thing in common - A Love for Cycling.
