My guess is it means Bicycling's subscriber numbers are slipping, and they know the value of a good controversy.

Coincidentally, Adam Herstein moved from Chicago to Portland this year.

It's just a hypothesis, mind you, but I'd be curious to see what these rankings would look like if Adam moved to New York or Minneapolis.
