There are hand operated ones on ebay, they are expensive and heavy. Look around in Model T forums. Also search for "hand operated", "mechanical" (as opposed to electric) or "push" It seems they're about $150-300 or so.
I looked into it a little and gave up due to the cost and not wanting to leave it on my bike.
That bike is so classy it could probably make a fine martini without even needing to shake it.
I'm surprised it needs any external mechanical apparatus to create a mooing sound. It should just effortlessly project one psychically. There really should be no need to resort to technomancy.
