It's at the southwest corner of the Thompson Center. There are about 7 operable wheels shown in this photo, all locked to the bike rack.
There are several bikes on the bike rack without wheels.
Does anyone have a clue as to what's happening here?
I have two ideas:
1. Someone is trying to teach bike owners a lesson in how to lock their bikes.
2. Someone is stealing wheels and storing them here.
What do you think?
Let me take this opportunity to remind everyone to lock ALL parts: That means both wheels and frame. Remove lights, computers, water bottles, baskets, etc...

It's actually the southwest corner. I park there under the overhang on rain days. Those racks are mostly used by messengers and I just assumed the wheels are a cache of "spares."
