hmm. I really don't understand the sentiment that people have the right to do anything they want, regardless of the consequences to themselves, to the people around them, or the cost to society. Going helmetless is not exactly a "liberty"-- it's a behavior. We regulate some behaviors because they affect everyone, not just the actor. I'm not allowed to litter just because I feel like being lazy and wasteful; I can't carry a handgun around just because I'm scared. If someone becomes permanently injured or disabled because of brain trauma, it's likely that we will all pick up at least part of the tab with our tax dollars. Not to mention the personal costs to that person's family and friends, etc. I feel that Americans tend to be acutely aware of our rights, but sometimes forget that we have responsibilities as well.
