"Free" Workouts on the LFT at Ohio?

This week there has been a guy soliciting for free 10-minute workouts and then conducting an impromptu class right across from the drinking fountain near the steps at the curve near the Ohio underpass.  He's been out each afternoon this week and now this morning.  I doubt this is sanctioned by the Park District and it's at an already chaotic section of the LFT.  Anyone have more details?
