Amazingly, it must have been someone else on a black Dunelt I met on the mass. Who would have thought? I now know of at least three in the city.

Old toothbrushes are invaluable for cleaning and detailing bikes. Extra-fine steel wool (0000) moistened with WD-40 will take off rust without damaging the chrome plating. I've learned that nonabrasive metal polish (I use aluminum polish as it is made for soft metal) works wonders on old paint, removing the oxidation and shining up the enamel like new. Several people have asked me where I had my old bike repainted.

Maybe some sort of "spring bike cleaning" event could be scheduled - open to anyone wanting to do the same things you are. I'd be glad to bring supplies and tools.

First attempt`should be "Zep commercial stain remover". You can get it at Home Depot or most hardware stores. Use a brass brush, wear gloves, and test a spot first. This stuff is not as harsh as many options, but still do the work in a well-ventilated area. Rinse with water, dry then repaint. Automotive paint for big areas and Testors-type model paint for small spots. The cleaned metal needs to be painted or it will rust again quickly. I have more severe treatment options if thi fails you....cheers!
