I can see a skyway being useful for long distance rides (e.g. city to suburbs), but I'd still rather have at-grade cycle tracks in urban environments. Otherwise, you can't just pull off the road and visit a business. You'd need to find an exit off the cycleway, and by then, you might be far past the shop.
Hyperloop is currently an open source concept along the same lines of what I had been thinking, but with a train-like vehicle propelling passengers at speeds of up to 600 mph plus.
And people have pointed out that the hyperloop has major problems in that any damage to the tube would probably result in multiple cars crash into each other at Mach 0.9 and probably turning into a spectacular shower of metal pieces and bits of people. Also the infrastructure costs for the hyperloop are being calculated to be 1/10 that of any other equivalent structures. I would probably not expect anything until someone demonstrates a pilot project for this.

Will the tunnel be wide enough to overtake slower cyclists? Because even at 600 mph, you know someone will try to pass you at your right.

Yes, a pilot project is needed. These are the same group of people who developed the SpaceX program and the Tesla electric automobile. Only time will tell if they will make any further plans.
