Looks like originally Chicago made but by the early 1900's production was moved to Sweden (Sweet Cx Bike http://www.crescent.se/cyklar/cyclocross/zepto-22-vxl/).

Building sounds like it is still there.  1300 block.  Chicago changed the numbering system in the early 1900s.

I met a gentlemen at the Winter bike Swap at Jaks Tap who had on display antique bicycles. He does Oral history of antique bicycles in and around Chicagoland and is part of a national organization dedicated to historical bicycle preservation. I believe you will find the information you are looking for through him/them or gain a lead. Here is the national website he belongs to-
