You can request a bike rack to be installed via this link: http://www.chicagobikes.org/bikeparking/
I may not hurt to forward a copy to the alderman's office too.
I've requested bike racks several times and have never seen them installed in the places I've suggested. Reasonable suggestions, I might add.

My neighbor, who is friends with our alderman, managed to get a bike rack installed right in front of our building, though.

I think H3 is right about Daley doing whatever he wants. I know there is a bicycle rack request page on the city's website. Can individuals use this option or is it reserved for business? Has anyone ever used this method successfully?
kinda off-topic but I really like the city or Toronto's bike racks. these post were all over the place...

chicago has a couple of those here and there. .

Yeah, i don't really like those. The best bike racks allow for various ways to lock to them, depending on your bike, etc. Those really only allow one option. For instance, if i need to remove my front wheel and lock it all together, those don't work very well. Just my $.02

That hasn't been my experience. I've requested them a few times and later seen them installed. I don't have an answer to what went wrong in your situation.
