Name That Bike Rack: Part 7 - Win a Ticket To Thursday's Premiere of Bicycle Dreams

First person to correctly name the location of this bike rack will receive a ticket to Bicycle Dreams: The Movie, sponsored by New Belgium Brewing, taking place Thursday at The ViaDuct Theatre.

This picture makes the bike rack seem--a little underused.  But it's pretty.  The museum self-identifies as being in Skokie, not some other town: 9603 Woods Drive, Skokie, IL 60077, is the address on their web site.

Rack experts how does it rate on a functional level?

Couldn't find any pics from the side.  Anyone else have?
