Is there a place to report dangerous road conditions?

I'm not sure if there is a place to post areas that need to be addressed or not, but here goes:

Lawrence, just east of the I-90 freeway, eastbound.  There is a steel plate in the road.  Been there all spring, summer, fall, and it's still there.  Look at the left near corner.  It's settled into the asphalt it's been there so long.

No construction in site.  Does anyone know who can be contacted?

I'd report it through 311 AND call the alderman for that location.

I'm no expert, but it looks to me like it may be covering up a sinkhole. Still no excuse for it to go unfixed for so long.
