fenders on a road bike?

My girlfriend recently bought an older road bike with single pivot side-pull calipers-- and she wants fenders. It doesn't really seem possible to me because there is so little clearance. But can it be done?

I ran across this idea when making my fenders, and will use it if I get the opportunity. It could be rigged also with an existing fender

When there is a bit more clearance I thin the wood down. See Below
