Definitely go with RodimusPrime's advice. It might be possible to sand it down, but it would compromise the integrity of the seat tube (vertical tube is the seat tube, diagonal tube is the down tube, FYI).

i found a couple pretty easy. just buy it online.
sanding would/could mess your bike up

Kalloy is the brand I find most often. Bottom of the line but not bad. I have ordered from this site a lot and like it.

Ohh, and it is technically called "reaming" the seat tube - if you want to look it up.

You must mean the seat tube. It's my understanding that the down tube is the one between the bottom bracket and the head tube. The seat tube goes up from the bottom bracket past the seat stays and top tube.

Agreed. The nice thing about Kalloy is that they are affordable and come in all sizes (like 29.8, a tandem specific size). Downside is that they are relatively heavy.
The other suggestion I have is talk to your LBS. Any good LBS should be able to order this for you. A lot of these items aren't necessarily on sale online (due to their specific nature and low sales volume). If you are going to pay MSRP anyway, you might as well support your LBS.
