Been to a city where the rules or laws don't seem to be the same as Chicago?

So, been in D.C. for a little over a week now and I have seen SO many people riding their bikes on the sidewalks. And... NO shaming. No one yelling at them. Nothing. I'm not crazy about the sidewalk riding but then I rode on the street and nearly got smooshed by a SUV that didn't look before moving to the right. Definitely not in Chicago anymore...

I used to ride the sidewalk in Detroit but that's a car oriented city with speeds of 45-50 on city streets outside of the small downtown no real mass transit and at the time no bike racks on buses.

Manhattan is so narrow and it has a trail circling the entire Island it was generally easy to get around with out encountering traffic plus the sidewalks are packed with people. and there are protected lanes across the bridges and when I was there Brooklyn was the new Hipster center but still uncrowded enough to ride in the streets.
