I sent a polite email asking about the reason the patrol car was parked in the bike lanes and received this response:

Hello Mr Dworzanski

Twas a sloppy ride from Polk to Madison. Madison down to Racine was just as bad. Then from Racine lots of portage action :P

For as cold as the air temperature is, it's very moist, sticky snow.
