This H&R driver should NEVER be allowed behind the wheel of a motor vehicle for the rest of their life. They have proven that beyond a shadow of a doubt to me on that video.

Most likely he'll never serve a second of jail time and get off with a warning and a fine.

Notice how from 0:16 you have the lead SUV wait until very late to switch to the completely deserted left lane, which causes the red car to make a very close pass, which causes the silver car to slow to a crawl behind the cyclist. The cars needn't have experienced any slowdown on the bridge if the lead SUV had simply exercised better judgement and switched lanes sooner.
