Yes but trucks are harder to stop and turn, so the truck might have stopped, due to their mass it takes very little speed to kill someone or completely destroy anything they hit. Which is why I try hard to avoid trucks and buses, and even sit behind them at stops instead of trying to split the lane to get to the front like I sometimes do with cars, depending on how wide the street is.
I don't like when articles say someone blew a stop, since usually it is just the word of the driver, who usually thinks they are being honest even if they are not actually accurate (witnesses are horribly inaccurate) . But I know plenty of times when I commute I'll slowly roll through a stop, which can be dangerous because drivers do the same thing. Sometimes I think I need to be more careful when there is cross traffic and just stop with my foot on the ground. (I also think I need to get a helmet cam, in case I do ever get in an accident.)
fantastic idea.

I doubt anyone can know for sure what percentage of drivers, riders and pedestrians navigate the streets like maniacs.
Perhaps, it would be safe to assume that the majority walk, ride and drive responsibly, otherwise we'd all be dead by now.
Unfortunately, it takes just one idiot to kill you. The best you can do is not to be that idiot.
As an atheist, I can offer no prayers, but, of course, I wish her well.
