Bikes on the South Shore

The NICTD powers-that-be appear to be stalling or looking for a way out of accommodating bicycles on their trains.  Besides pushing for a beneficial resolution, what else can we do to sway them to our side?  Does anyone have any idea how to accomplish this without delaying their schedules, imposing on passenger space, or endangering passengers and crew?  If you have ideas, let's share them here.
