I'm looking to put some fenders on my road bike, but the wheels are 650s. Here's a question I realize might be dumb: fenders for 700s won't fit, right? Are there tire brands/models that will fit?

You should be able to mave them work. Feel free to call me if you want a hand.

There are a couple of 650b options available here... http://www.velo-orange.com/fenders.html - Have the "Le Paon" on my 80s Trek 520 and love 'em, especially how the front one goes way down low to help keep the spray off my feet.
Are they 650a (as found on things like tri bikes) or 650b? If they're 650a, I can't think of anything offhand that will fit nicely, though you could probably make plastic 700c fenders fit acceptably. If they're 650b, as jerome mentioned, Velo-Orange has fenders for those sizes (if you're on the NW side, Boulevard Bikes stocks some VO stuff, or you could order directly), but 26" (x2" or so) plastic fenders fit with a pretty good fenderline too.
