I know this means they are light starved and I have started putting them outside to get some more light during the day. But does anyone know if they can be saved? What else do I need to do? I was thinking of re-potting them and burying them deeper, up to the leaves.  Is that necessary? Thanks for your advice.

Yes, it depends on the type of seedling what you want to do.  For example  tomatoes, potatoes, mint and strawberries can grow roots from buried stems but many plants won't.   And if they don't there's a good chance buried stem will rot.

Often when burying stems it works better to lay it in on its side and bury it shallowly as opposed to burying deeply straight down.  The surface soil tends to be warmer and drier which lessens the chance of rotting.

If you don't have much time, effort or cost invested in the leggy seedlings it may be best to toss them and start again.  If you do try and save them it might be good to start some new seed too, just in case they don't respond well.

What kind of seedlings are they?
Well, they are all different kinds, but I had an accident carrying the seedling tray and the whole thing toppled over so I tossed them all. :-( So I'm starting over anyway.
