The hopper are out of control behind my shop. I have been studying the situation out back attentively. The hoppers love my basil, beets and brussel sprouts. I have aphids on my tomato stems.
I've also observed yellow jacket wasps attacking baby hopper and flying away with them.

Are you sure that's what they are? My basil's being attacked, I presume by aphids.
