I remember seeing them at Andersonville Bikes on Clark a while back. These were plastic ones, I don't remember the exact price, but it was below $10

You may want to call ahead.

You could make some yourself- found an article on how: http://www.ehow.com/how_7394084_make-own-bicycle-streamers.html

I would also check local bike shops for them.

Here is a place that will make custom streamers for $16: http://www.bikestreamers.com/id3.htm

(I had no idea there was a market for such things :) )

I found some on Amazon but they are "red, white & blue"

http://www.amazon.com/Pyramid-Laser-Bicycle-Streamers-White/dp/B001...

They also have red leather streamers: http://www.amazon.com/Electra-Leather-Bicycle-Streamers-Red/dp/B000...

+1 on making them.  Plastic Tassles/streamers are notorious for easily coming apart and not lasting very long.  An old thrifted set of pom-poms would be a good start.

Other than the Pyramid R,W,&B tassels I don't see any others that have white and red or silver and red. Pink and silver is all I have found.  The red leather ones seem like they would be nicer and longer-lasting.

thanks!  I had been considering a stop by 321 on 2121 w 21st street to make some. Ill check out andersonville too... bike distributers stopped carrying exciting colors a while ago, nothing much in qbp, j&b or even lexco so it seems like the schwinn collectors have most of em...
