Wanted: tall frame steel mountain bike, hybrid or frame

Check at Working Bikes.  

You should be able to find something on CL for those prices too, if you look long enough -and not even a BSO -decent vintage steel shows up all the time.  Eyeball the rear triangle to make sure it isn't obviously bent.  Bent forks are harder to spot by eye but are a cheap fix for a budget replacement if it pulls once it is all built. . 

Since when is 19" tall?  (unless you are looking for a step-through.)

19" is not tall! But I've been away from MTBs for a while. I've edited the post - thanks James!

I found a few potential candidates at Working Bikes today, a Trek 800 Multi-Sport, a Schwinn Mesa Runner and a Schwinn Sidewinder(?). The Trek is a 24", the Schwinns are a bit smaller.

They also have a bunch of old two speed hubs in the parts bins - and one brand new two speed kick-back with coaster break built into a 26" wheel if anyone is interested.

Ooooooh!

Now you have my interests piqued. I'm building a road bike and need to shop cranks, I should go down there and see what they have.  Those hubs might be gone after I leave...

The last time I was there I bought three Sturmey-Archer AW hubs.  You can never have too many of those.
