By "track" I mean a velodrome would be a dream-come-true but since non exists in the city, is there a good outdoor one? Some place where it's easier to do interval training without being bored to death in a gym or collide with a soccer-Mom-type-bicycler on Lakeshore trail. :)

Ouch. Chicago Velo Campus is the only velodrome in Chicago. The Ed Rudolph Velodrome is in Northbrook. A velodrome is not by definition "enclosed" or "outdoors." Chicago Velo Campus has aspirations to cover their track once they have reached funding targets, but as of yet, both of these tracks are outdoors.
Northbrook is pretty easy to ride to, and it usually open to the public
The Velo campus has more retractions on when and who can ride
I do my intervals in the morning on the outer loop between Foster and Montrose. Or, for longer intervals, I'll go south of the museum campus, which is pretty vacant in the morning. (Emphasis on morning. In the evening, nobody should be doing workouts on the path, ever.)
I've heard of people doing workouts on Northerly Island, too, but it's too narrow for my tastes. You could also consider the Humboldt Park loop, although I'm not sure what conditions or traffic are like there.
