does anyone have any recommendations on good inner tubes or tires for my bikes.  This winter has really taken it's toll on them and need sturdier ones.  Or even a good recommendation on a new bike that's not expensive.

Vittoria Randonneurs are cheap, nigh unflattable and extremely heavy. Continental Gatorskins are much spendier and not completely unflattable, but quite light for their level of puncture protection. 

"Not expensive" is pretty subjective—what's your price range?

under 1000, since i've used both over the winter and have tried to keep them clean, still they are pretty worn.
Do you mean under 100?  Aside from the tires that Herr Doktor has mentioned, I'd suggest looking at the schwalbe marathon tires and the specialized armadillo tires.  Most of these tires should be in the 40-60 range depending on where you go so, getting under 100 is doable.

I like my Bontrager Hard Case Race Lite tires. I just bought a new one and paid $44.

I will also recommend the Vittoria Rando Pros.  I have 1300 miles on one set without a single flat, and that is with a heavy bike & rider over a lot of different roads.  I recently put some Vittoria Rando Hypers on my commuter bike and haven't had a flat either.  They seem a little softer than the Pros.
