Figured I'd share my experience today, though it certainly isn't a new problem.

Took the 4:30 train from OTC to Clyborn today and while walking down the stairs to the parking lot down towards the bike racks, noticed 2 hispanic teens hanging out near the covered rack, acting a little suspicious (huddled close, looked like they were messing around in their hoodies. Anyway, as I walked passed, noticed that one of them had a wrench and maybe some other tools. Their friend got out of a car and walked over to the pair, he's also hiding something in his hoodie. I'm walking away from them at this point and looked over my shoulder a couple of times, making eye contact with one of them. They're still all huddled together at this point, and I'm pretty sure I know what's going on between them and the black fixie that was there on the end, so I call 911 as I cross the street towards Best Buy. Let the operator know that there are some teens stealing bikes, and then all three notice that I'm still watching from across the street. They all then quickly head towards their silver late-90's toyota corolla (in the clyborn parking lot) with a temporary plate and sped off westbound down armitage, all three starting at me out the window as they headed off. Didn't look like they made off with anything, but who knows if they got any parts. Might not just be the guy under the bridge!

I was surprised they were that bold. I certainly wasn't the only person walking around. Hopefully they'll think twice next time. Don't think the police were going to do anything, the operator didn't even take my name and phone number like they usually ask to do at the end, which I take as a sign that she wasn't going to put it in. Oh well.

That black bike belong to anyone?

Nice job busting their fiesta! The call might not have had an effect on the cops but it sounds like it had an effect on the potential thieves.

Get to a safe spot but where they can see you and video/photo them and their vehicle with your phone. That way they will know not only that they have been seen but, should they be considering returning, that there is a record of them. Hoodies and all.
