I recently picked up an older frame to build up, and the very top of the head tube is subtly dented. Appears fine with the naked eye, but it's enough so that a headset won't fit.

I roughly measured the inner diameter and it seems to vary by about 1.5mm

1" headtube, going to be a threaded headset

How do I fix it,

or should I have a shop fix it?

I would have to see it to really let you know; it's kind of a subtle thing.

Is it to small or to large to fit the headset cups?

The tricky part is the metal will be stretched and may have to be shrunk after reshaping to get a good fit.  Or it can be peened after resahping.  If you want to arrange to meet for me to look at it send me a message.

I'll probably end up taking it to boulevard bikes. The bottom bracket needs to be faced etc so I might as well get it all taken care of at once
