what's interesting about this is that it seems these clowns just happened on the cable locked bike they liked. They were not out to steal as they had no cutters with them. And they must be kids as I dont' see adults riding two to a bike.

Hi there. It was my bike that was stolen and recovered. It happened near Western/Wabansia, in front of my office. While they didn't initially have cutters with them, you can see from the time stamp that they returned in about 5 minutes with cutters. So they must have access to those nearby; perhaps a car or home? Who knows. They do appear young to me, too.

Just curious did you routinely lock up with a chain or was this a rare event?

What was your thinking of using a chain lock rather than a Lock?  Weight, cost, or perceived security?

Using a cable and padlock wasn't a habit or conscious decision for any reason. A quality U-lock is definitely my preferred option, I just didn't have mine on me at that time. You better believe I use one these days, every day. :)
