Proposed Bike Hanger in Seoul

After built, maintenance costs would be low only $15/year for lubrication and calibration of the human powered by pedaling storage system. Where would we put it in Chicago?

If you truly think that it would only cost $15 per year for up keep on that you really have no clue on what it takes to keep machines running or what labor really costs.

true, but I think it's a really cool idea if it worked.
