I remember seeing a booth at last winter's bike swap where a guy was selling waterproof phone cases that fit on your messenger bag strap. Anybody know who he was or how to contact him?

I have no idea, but here is the list of vendors for the swap this past spring: http://chicagobikeswap.org/vendor-list/.  I use this three way accessory case from Timbuk2, but people have complained about the gap between the top flap and your phone.  This isn't a problem if you just want something to shield your phone from rain, but not okay if you plan on dropping it in the toilet.  

That was me.  I was just getting started by the time the Chicago swap came around but am more skilled with a better materials inventory now. I'm still sewing them, just haven't ramped up production sufficiently to have them stocked at a shop yet.  I've posted a few on my Twitter  https://twitter.com/knickerbakken

My design is similar to Timbuk's but is more weather-proof (and better made, in my dining room by me, not in China by a 12 y.o.)  They have been field tested by me and friends and will easily survive a 12 mile commute through a Chicago Thunderstorm, but probably not dropping into a pool of water, the Lake, or toilet.  My use of expensive "Velcro-brand" hook and loop though will ensure your case will never fall off your bag to allow that to happen.  I also have painstakingly scaled my pattern to 4 different sizes (iphone4, iphone5, standard Android, obnoxiously large Android) for a more fitted fit than a uni-size, and are sized to accommodate the phone also wearing a hard case.  There is also a pocket up front for your transit card, security card, ID, cash, business cards, etc.

I currently have 16 different colors of Cordura and 9 colors of binding tape.  Get a hold of me and we can work something out, either through Chainlink, direct message via Twitter, or... dirkenb+knickerbakken at the GEE mail dot com.  Thanks!

I also love that someone asked a question about a not yet hugely famous product and the maker is a Chainlinker. Yay!

That is pretty damn fine.  Pity I don't use a messenger bag; I would totally love to figure out a way to incorporate this symbol (the circle with the lines, not the whole badge thing) to be incorporated into the design:
