Yes, I did. They indeed did make the arrest, but only after being alerted by the employees of Get-a-Grip cycles. Without the awesome folks at Get-a-Grip being alert and checking on a suspicious bike, no arrest would have been made.

I'd imagine he/she was out on a long ride without a lock. Not saying it's the smartest thing in the world, but I've run out of water, started to bonk or had to use the restroom while out on a long ride by myself without a ulock and had to stop at a gas station.
I'm not going to bring a ulock with me on an over 50 mile ride just in case I might have to stop to buy something or take a leak. Usually, though, I've been able to find a station where the attendant will let me bring the bike in and leave it inside near the door.

It was during a race and not during a ride. I'm sure he went in to the gas station to get water or use the bathroom. People tend to be fairly causal about bikes at races, there's usually enough people around that stealing them is a bit chancy and locking and unlocking a bike while you're warming up, getting your race numbers on, prepping for the race, etc. is a real pain in the ass.
