The Chainlink

have some rust, about a quarter in size, some paint bubble.

I understand the technique of: steel wool, primer, then touch up paint/nail polish.

But I'm looking for any advice on gettting the surface as smooth and even to existing paint as possible.

Thank you in advance!

I think there is something called emery cloth (think very fine steel wool) to do this. As usual : test it on an
inconspicuous area first.

You can blend the touched-up area by wet sanding it with 1000 grit paper which can be found at any auto body supply store. Make sure the paint is dry and use plenty of water while sanding (a small amount of dish detergent helps also).
