Mysterious white substance on the ground this morning

I was wondering if anyone else noticed a white powder-like substance on the ground on this morning's commute. It seems to have been blown there by the wind. I noticed it mostly in the grass and close to the curbs.

Is it safe to breathe? Will it harm plants? Who does one report it to?

I have repeatedly said I won't ride in mysterious white substances, but this does not look like it will be enough to worry about.

The NWS is predicting some lake effect snow this afternoon. I rode in this morning and am planning on riding home. The show should taper off in the Loop by 1pm, however, so the evening commute shouldn't be too bad. I really doubt we'll be getting much snow anyway.
