That's old hat. The Netherlands had them since the mid 80's. In fact, most of them have already been closed for various reasons.

Given the bike-friendliness of the Dutch, they may even have had accommodations for johns that arrived by bike.

I don't view this as discrimination against cyclists at all.  Attempting sex on a bicycle could lead to major accidental amputations of one's private parts
