I bet someone will mess up his bike thinking it's a Citi bike and trying to undock it. The bike is the same color as the Citi bikes.

OK folks, unbunch yer panties. As a vintage bike guy, I'm pretty sure this pic was snapped as a (thoughtful) provocation since who would EVER leave their gear unsecured. And yes, Divvy DBs, it does raise some rather perplexing issues ...
