If a car is used as a weapon, is shooting into the car justified even if the occupants have no guns?

Not the first such case where I've seen it suggested that the gunfire was uncalled for since the occupants were apparently unarmed.

Tell me what to think about this...

The police got a little too trigger happy it seems. On the other hand, a car can be a mighty lethal bullet in the wrong hands.

I must admit to a fantasy (no I won't do it and it is probably illegal) of pulling a bike trailer behind me with spikes at car wheel height so that cars coming too close behind or to the side would get tires slashed. As I said, it is only a fantasy....
