With the large number of 'survivors of the streets' around this summer, a version of this is probably happening in every neighborhood in this city. You gotta lock down real good if you're leaving it outside or even in your own backyard.

Julie, if this guy was caught by the Mariano's employee cutting locks, were the police called and was he arrested?

Thank you Julie, i'm realizing that now after rereading it.They probably just chased him away and some witness must have snapped his pic with their smartphone inside a car.
