A couple of days ago, someone backed into my roommate and damaged her rear wheel.  She is ok, but was freaked out at the time and didn't get the driver's phone number or insurance info.  She has the license plate number and a police report.  But the police said all they can do is press charges-- they can't exchange information about the driver.  My roommate doesn't want to press charges, she just wants the wheel paid for. 

Does she have any options here? And why can't the police just give her the driver's phone number or something?

the police report should have :

1) drivers name (and info)
2) car owner's name (and info) (if different than #1)
3) insurance company

I was hit by a cab in August 2008; he was cited and the police gave me a copy. I took it to the ER and
never showed my insurance card.
