Yes, it is a 2001. Frame size is 17.5"

I won't argue with you about that, but I will say it sounds smaller than it is.

I am 5'6". I think it would fit best for folks in the 5'2" - 5'10" range.

I've got the seatpost up about 3". The handlebar stem also pivots so it will accommodate a decent reach range.
