I know at least once every other week I have to deal with some guy on a moped (or motorcycle) who seems to think it's their god given right to creep up the bike lane around traffic. At least twice I've sat with them at the light letting them know that the bike lane is for bicycles only and it's dangerous (for them and the cyclists) for them to be riding in it.
I had one plate # committed to memory for a bit in case he tried it again. Is there anything we can realistically do to report them? I imagine a call to 311 won't result in much.

If not, I'd let it go.
nothing annoys me more than this.
* edit - that is in the world of bike lane safety. there are plenty of things that annoy me far more but in this context high on the list.
With one of them yes. He cut in the bike lane and slowly weaved around the cars. I attempted to pass him and he weaved back and nearly hit me. We exchanged some words at the next traffic light.

This annoys me as well. As a motorcyclist myself I think it is disgusting behavior (although I am in favor of legalizing filtering within road lanes such as is done in all of Europe and Southern California.)
But in the end this is a very SMALL issue in the large scheme of things. There are so many other things to be upset about that put bicyclists in danger. Just let it go. For the most part they get out of the bike's way pretty darn quickly and rarely present a hazard.
I usually see if I can catch them and let them know I am unhappy.
If I am in front of them or see them when on foot I stand in the bike lane and make them vacate it.
Agree. Add Idaho stops for bicycles to lane splitting for motorcycles and the world makes a lot more sense.

I'm torn on the motorcycles in bike lanes. Is it legal? No, but if they are just passing traffic slowly to get to a light, it doesn't bother me in the slightest (so long as they aren't delaying cyclists).
If they are weaving in and out passing traffic going 25mph+, that's another story.
