DC Area Bicycle Resource Needed

My cousin is looking for some help buying a used bicycle in the DC area for his girlfriend.  Apparently you need a peddlers license there to sell used bikes which makes finding a used bike more difficult.  Can anyone help him? He's a super cool guy.  Oh, and he's the reason I'm alive (9 months after my mom first held him I was born)...
